We have a long history of holding ourselves to the highest ethical and quality standards, focused on developing and sustaining long-term partnerships.

Chuck Stein

Chief Executive Officer

Chuck has over 20 years of experience overseeing construction and building materials businesses in various leadership and management roles. His background in Operations, Sales, Marketing, Engineering, and Finance brings a unique perspective and skillset to the Lumin8 team. Chuck oversees the strategic direction of the company and monitors overall operations and performance, while also driving profitability. Prior to joining Lumin8, Chuck was the CEO of North American Roofing, a $100M commercial roofing company, and the President and CEO of Environmental Stoneworks, where he grew the business fivefold and significantly improved the operational results.

Ryan Hurley

Chief Financial Officer

Ryan is a seasoned Leader with over 20 years of experience leading a variety of construction and construction materials organizations in both a Financial and Operational capacity. Throughout his career, Ryan has driven operational efficiency, built high-performance teams, and partnered with all levels of the organization to maximize growth and profitability in both Private and Public sectors.

Richard (Rich) T. Hoke

Chief Growth Officer

Rich has been active in the transportation industry – including aviation, roadway systems and maritime – for more than 25 years. Most recently, he has been involved in traffic monitoring and Intelligent Transportation Systems. Rich has served in roles ranging from VP Systems Engineering to Chief Operating Officer to Chief Executive Officer and Non-Executive Vice Chairman. He has led business and corporate development with various enterprises, with a focus on technical excellence by offering “value-added” systems solutions to customers. His prior experience has ranged from start-ups to a Fortune 50 company, with progressive levels of responsibility. He has supported and developed medium- and long-term strategies and vision for the technology-based businesses, driving strategies that developed clear competitive differentiation.

David Swales

Senior Vice President of Business Development

David has more than 15 years of experience in the ITS industry. He founded his own company in 2007, and grew the company to be one of the industry leaders in the southeastern U.S., providing both ITS construction and maintenance services. In 2020, David’s company merged to form Lumin8, which expanded the company’s reach to a national level. His strength is bringing innovation and implementation to the forefront, with a key focus to identify advanced technologies to solve common transportation problems that benefit the customer and the end users. Today, David works with a diverse team with a rich background in transportation construction, maintenance, and engineering services.

David Newman

Senior Vice President of Technology

David has more than 25 years of experience in the ITS and traffic monitoring industry. David’s responsibilities include developing and supporting critical ITS and traffic data programs, and managing the engineering function in support of these operations. David’s technical background includes significant expertise as a Technical Program Manager and as a Senior Electronics Technician, with experience in a wide variety of ITS and traffic monitoring devices and their associated communication systems. In his current role, he directs resources to support technical field operations, ensuring the highest standards of quality and performance, while serving as a technical expert in support of company operations and customer requirements.

Garret Maurer

Vice President of Western Region

Garret is an experienced general management professional with over 20 years of success in leading a wide variety of business unit P&Ls in such industries as vertical construction trades, building products manufacturing, automotive manufacturing and the semiconductor industry. Garret believes in the servant style of leadership that merges the needs for accountability with ensuring team mates have all the tools to effectively do their work. As the Vice President of Western Operations, he oversees the execution of all Traffic Signal Construction and ITS contracts in support of departments of transportation throughout the Mountain West and Southwest United States. He leads a diverse group of tenured, highly proficient professional and technical team who deliver quality construction, installation, and maintenance services that are on time and on budget.

David Ludwig, P.E.

Vice President of Eastern Region

David has worked on transportation technology related projects for more than 20 years, developing and enhancing maintenance programs to transform customers’ ideas into real-world working solutions. David currently manages all Lumin8 operations in the northeast region of the United States. He has previous experience managing operations nationwide and is capable of monitoring programs on a hands-on and remote basis. He has successfully initiated and managed maintenance and installation programs for ITS and traffic monitoring systems for both highway and signalized corridor applications. David seeks to establish a collaborative, partnering approach with customers, ensuring programs are successful for all stakeholders over the long term.

David Layton

Vice President of Human Resources

David has been leading HR organizations in a variety of industries for the past 25 years within; construction, distribution, engineering/design build, heavy equipment, manufacturing and transportation.  His collaborative, roll up his sleeves approach combines both technical and professional expertise with innovative, out-of-the box, thinking to drive results, best practices, operational efficiency and profitability for the organizations he has served.  Throughout his career David has facilitated a variety of cross-functional initiatives focused on building professional accountability, diversity, equity, and inclusion, engagement, leadership development, teamwork and safety.  David holds a Bachelor of Science in Psychology from Colorado State University and is a certified Development Dimensions International (DDI) trainer.
